Trac system don't send mail

Reopened as the smtp seems broken since the last server change

I've just fix the trac conf to fix this. Now test that cc to tinyows-dev@… is also on

Trac 0.10 don't handle SMTPS on 465 port and Gmail SMTP relay don't CC the dev mailing list...
